On Sunday the 11th of November a "google bomb" was set out such as to place the XML http://clerk.house.gov/evs/2007/roll1037.xml as result for the search term why did ron paul vote for tabling cheney. This particular string does not come up anywhere in the XML file or the associated style sheet, leading one to suspect that a large number of websites have used the anchor text "why did ron paul vote for tabling cheney" as anchor text in links to the house.gov site.

Paul and Kucinich are on hugely different places on the the political compass in some respects, however they are both against the war (to which the main points of the motion for impeachment impeachment. It should be noted, that as of Nov 11th, the number 1 google™ result for "H RES 799," the impeachment resolution, leads to Kucinich's website and to such relevant documents as Synopsis of Resolution (PDF) .

It should also be noted that there is a "crusade" by phnx0221, A 25 year-old female from Tempe AZ (US) who joined Digg™ on July 6th, 2007. To link to this and another related bill.

I mention this to note the popularity of these documents. However there is no anchor text on digg™ links. So it is highly unlikely that this has plaid a role in google's association with the mentioned text.
